As our Procurement & Supplies Officer you will report to the Procurement & Supplies Manager, provide the effective and efficient procurement of goods and services for Avon Fire Authority (AFA).
Your overall responsibility includes negotiating, managing and monitoring key contracts ensuring a good standard of service is maintained. You will operate in line with the Authority’s Corporate Procurement Strategy so that it meets Avon Fire & Rescue Service and corporate requirements and provides value for money.
This role benefits from the ability to work remotely, either at home or at another site within Avon Fire & Rescue Service area. You will be required to attend Headquarters 2/3 days a week which can be decided between the postholder and the line manager.
Some of the things you will be doing
Responsible for purchasing goods and services, ensuring they meet the required specification, are fit for purpose and value for money. Ensuring compliance with legal and audit requirements at all stages of procurement.
Under the direction of the Project Leader and/or Head of Procurement, produce tender documentation for high value contracts, including analysis and evaluation.
Act as the subject matter expert, providing advice and support supplier improvement through training, tender submission feedback and offering advice and guidance to enable them to improve policies and procedures.
Carry out financial vetting of contractors for soundness and compliance with Financial Regulations and Contract Procedure Rules during the tender evaluations.
Develop and maintain relationships with supplier’s representatives and ensure that goods and services are obtained from the most appropriate sources so that the Service receives value for money at all times.
Ensure for each contract that the supplier has provided health and safety guidance, data sheets, business continuity/ disaster recovery plans, data protection policy and equality and diversity policy and that the information is passed to the relevant department.
Carry out any additional responsibilities as reasonable and appropriate, as agreed with line manager.
CIPS Level 4 or 5, or equivalent level of theoretical knowledge.
In-depth knowledge of procurement practices and procedures.
A current driving licence or ability to arrange suitable alternative transport to travel to various work locations.
Comprehensive recent experience of contract management and evaluation.
Relevant recent experience in a purchasing environment.
Ability to communicate confidently and effectively at all levels, and to negotiate successfully with contractors, suppliers, budget holders and potential procurement partners.
Computer literate with the ability to input, extract, manipulate and present information and statistics using appropriate software packages.
Ability to prioritise, work to deadlines and manage your own time/workloads effectively with supervision .

MCIPS or equivalent professional qualification.
Experience in leading on procurement exercises of various complexity.
Relevant experience of obtaining and evaluating market research/analysis.
