Avon Fire & Rescue Service (AF&RS) is governed by Avon Fire Authority (AFA), which is a Combined Fire Authority, consisting of Elected Members of local councils from across the former Avon area, which includes: Bristol, Bath and North East Somerset, North Somerset and South Gloucestershire.
The Fire Authority is a legal body and its role is to oversee the policy and service delivery of the fire and rescue service following various legislative requirements.
All fire and rescue authorities function within a statutory and policy framework including:
- The Fire and Rescue Services Act 2004
- The Civil Contingencies Act 2004
- The Regulatory Reform (Fire Safety) Order 2005
- The Fire and Rescue Services (Emergencies) (England) Order 2007
- The Fire and Rescue National Framework for England 2018
Ministerial responsibility for fire and rescue policy sits under the Home Office.
