Summary of role

The Environmental Manager’s role is to develop, implement and manage systems that will promote, improve and embed environmental protection across Avon Fire & Rescue Service (AF&RS) sites and operations.

This role will involve providing direction, specialist advice and support to managers and colleagues across the Service, to help ensure AF&RS achieves its environmental aims, statutory responsibilities, legal compliance and sector-specific initiatives.

This role benefits from hybrid working with the expectation to be on site at least two days a week.

Some of the things you will be doing

This role has 5 key areas of responsibilities. These include:

  • Act as a Subject Matter Expert (SME) for environmental protection issues across the Service’s activities and operations.
  • Co-ordinate statutory reporting and certification requirements.
  • Develop, implement and manage the Environmental Management System (EMS).
  • Develop and manage corporate strategies, policies and key performance indicators associated with the environment.
  • Develop and maintain the  Environmental Compliance Register.
  • Continue to develop and embed an Environmental Impact Assessment process.
  • Undertake procurement of utilities, capital works, maintenance contracts, environmental services and supplies.
  • Develop technical specifications for tenders, liaising with specialists where necessary, and work with Procurement throughout the procurement process including contractor evaluation.
  • Work with the Procurement Manager to develop a Sustainable Procurement Policy and processes.
  • Work with the Property Services team to establish and oversee planned maintenance for all environmental services.
  • Manage the Building Management System (BMS), to control and monitor AF&RS mechanical and electrical equipment.
  • Develop and manage the cloud-based Energy Management Platform, to track energy performance.
  • Undertake an on-going programme of environmental reviews of all AF&RS sites and operations, to identify opportunities for resource savings, income generation and continual environmental improvement.
  • Work closely with colleagues in Property Services, advising on and ensuring integration of energy efficiency, building wellbeing and environmental standards into all new build and refurbishment projects.
  • Keep abreast of environmental best practice and developments, and integrate these into environmental plans and initiatives.
  • Support the implementation of a comprehensive waste management and recycling scheme across the Service.
  • Eliminate, where possible, the use of substances that may cause harm to the environment and develop guidance for on-site storage, use and disposal of hazardous materials.
  • Work with Fleet and service users to transition the AF&RS fleet to low emissions fleet including fleet reviews, fuel/mileage management, ULEV trials; and develop and implement sustainable travel initiatives.
  • Produce a rolling 5 year plan and budget for all environmental initiatives and capital improvements aligned with the Environmental Policy, Capital Programmes, and AF&RS Corporate and Strategic Plans.
  • Develop and manage a programme of environmental works.
  • Responsible for an annual energy budget of approximately £1.0 million which includes all utilities, fuel, business travel, waste management, environmental services and capital improvement projects.
  • Prepare, analyse and interpret performance data and information.
  • Be responsible for developing and maintaining effective partnerships and working relations with external organisations such as Environment Agency, other FRSs and local authorities.
  • Design and deliver training.

Other responsibilities:

  • Responsible for managing, supporting and developing Environmental staff as directed, and overseeing project teams, consultants and contractors where required.
  • Carry out any additional responsibilities as reasonable and appropriate, as agreed with line manager.

What we will need from you

  • Educated to degree level or equivalent qualification in an environmental subject or equivalent.
  • Evidence of continuous professional development.
  • Membership of a relevant professional body such as IEMA, EMA, IES or CIBSE.
  • Comprehensive and up to date working knowledge of legislation, statutory requirements and best practice relating to environmental impacts and management.
  • Significant post-qualification senior experience within the field of environmental management.
  • Proven track record of developing, implementing and managing a wide range of projects simultaneously, which deliver quality outcomes.
  • Experience of developing and implementing policies, plans and procedures.
  • A high level of numeracy, able to undertake detailed data analysis, produce statistical reports, and develop and manage budgets, and good IT skills.
  • Ability to communicate effectively at all levels, both orally and in writing.
  • Able to set own priorities, exercise initiative, work to deadlines and manage time effectively with minimal supervision.
  • An aptitude for influencing and negotiating in challenging circumstances, with the ability to work flexibly and collaboratively with others to achieve objectives.
  • Able to drive with a full current valid driving licence, or ability to arrange suitable alternative transport to travel to various work locations.
  • PRINCE 2 Project Management Foundation / Practitioner certificate(s) or equivalent.
  • Technical working knowledge of low carbon technologies, Building Management Systems, Mechanical and Electrical services in non-domestic buildings.
  • Experience of environmental management within a Fire & Rescue Service or similar.
  • Experience of working in the public sector, including energy and utility procurement.
