Avon Fire & Rescue Service is committed to improving
the quality of its service delivery and employment practices across
the board. However, it is particularly important to improve how we
employ and provide services to members of 'equalities
communities'.
As a public service, AF&RS has a positive duty to equalities
communities. This means that public authorities have to go further
than not discriminating, they have to proactively promote equality
of opportunity and the elimination of discrimination for service
users and staff.
Positive duties apply to the entire public sector including
police constabularies, fire and rescue services, health
authorities, higher and further education institutions, the Audit
Commission and the BBC.
In order to comply with the duties, public authorities also have
a specific duty to carry out Equality Impact Assessments
(EIAs) of all of their functions and policies. While we have a
legal duty to carry out EIAs covering disability, gender and race
equality, AF&RS does not believe that one form of
discrimination is more serious than another. AF&RS will follow
best practice and ensure that EIAs cover age, religious/faith and
sexual orientation equality as well.
All Equality Impact Assessments are public documents and this
