The Appointments Committee

Members of Avon Fire Authority (AFA) are responsible for appointing the most senior positions within Avon Fire & Rescue Service. These positions include the Chief Fire Officer/Chief Executive and the Deputy Chief Fire Officer/Executive Director. Meetings of the Appointments Committee will be held when positions become available:

The Equalities Forum

Avon Fire Authority (AFA) has created a member/officer working group under Chair of the Chief Fire Officer/Chief Executive. This will work with representatives of the trade unions and others to ensure that equality is maintained throughout the service.

The Health, Safety and Welfare Forum

Objectives of the forum: 

  • To provide support to Avon Fire Authority (AFA) in performing its statutory functions with regard to compliance with health and safety legislation and employee health, safety and welfare.
  • To encourage improvements in the AFA's health and safety management policies and practices.
  • To provide a forum for AFA to report on its performance against its targets and objectives.
  • To provide a forum to report on the performance of health and safety within AFA.
  • To raise awareness of the responsibilities, requirements and risk management opportunities within health and safety management.
  • To address and inform on priorities highlighted regarding health, safety and welfare as appropriate.

The Integrated Risk Management Forum

Objectives of the forum:

  • To produce and recommend for approval to Avon Fire Authority (AFA) a first draft Integrated Risk Management Plan (IRMP) for consultation by the end of October in any given year in accordance with any revised Government guidelines that may be issued by Communities & Local Government (CLG) - formally the DCLG.
  • To agree the Consultation Strategy in respect of other local communities and key stakeholders of the IRMP and to consider the results of any such consultations before recommending a final IRMP to AFA for approval and implementation.
  • To prepare an action plan with timescales for specific proposals for change which will create safer communities.
  • To develop arrangements to monitor the outcome and effectiveness of each phase of the IRMP as it is introduced and make changes as necessary.
  • To develop an annual action planning cycle which will ensure the IRMP is regularly updated.

The Performance Management Forum

Objectives of the forum:

  • To provide support to Avon Fire Authority (AFA) in performing its statutory functions with regard to performance management.
  • To encourage improvements in AFA's performance management practices.
  • To provide a forum for AFA to report on its performance against its targets and objectives.
  • To provide a forum to report on the performance of major suppliers (for example Severn Park Joint Training Centre or Occupational Health) against targets and objectives.
  • To raise awareness of the Comprehensive Performance Assessment (CPA) process and its role within AFA.
  • To address other priorities highlighted through the CPA process as appropriate.
  • To bring all key stakeholders together to address performance management needs.

The South West Regonal Management Board

The six principal fire and rescue authorities - Gloucestershire, Avon, Devon & Somerset, Cornwall, Dorset and the Isles of Scilly - make up the South West Regional Management Board.

The Special Purposes Committee

Sometimes matters arise that urgently need a decision by members, but cannot wait until the next meeting of Avon Fire Authority (AFA). Alternatively, matters arise that do not need to be discussed by all 25 members. In these cases the political group leaders of the AFA will meet under the Special Purposes Committee.

The Standards Committee

The Standards Committee promotes and maintains high standards of conduct by all members of Avon Fire Authority (AFA)and ensures AFA's Code of Conduct is observed. The committee is made up of three fire authority members and two independent members.
